Monetary Integration Law, which went into force on January 1st., 2001, in its article 3, states that US Dollar is nonrestrictive legal tender, to pay any money liability in national territory.  

Also, article 1 says:  "Colon to Dollar exchange rate will be fix and unalterable  since this law comes into force, at a rate of eight colons and seventy five cents per one United States of America's dollar".
